Owner Operator License Designation Proposal 2021
This report proposes the creation of a new license class, OwnerOperator (OO), in Canada's Pacific fisheries, aligning with recent East Coast regulatory changes. The OO designation aims to promote independent, small vessel owner-operators, prevent corporate concentration, and enhance socio-economic benefits for coastal communities, with detailed provisions for voluntary participation, family business involvement, irreversible designation, reduced fees, and a comprehensive review process after three years.
